Water Utility of Greater Tonopah /Water Utility of Greater Buckeye Water Production Facilities Upgrades 
PROGRAM MANAGEMENT SOLUTIONSThe Water Utility of Greater Tonopah and the Water Utility of Greater Buckeye own and operate twelve online water production facilities in the west valley that required upgrades to existing infrastructure to comply with regulatory standards and Arizona Corporation Commission (ACC) requests.  Many of the water systems had insufficient well pumping, storage, or booster station capacity to serve existing customers and growing service areas.  MES was the program manager for the infrastructure upgrades project, which included specification and installation of new well pumps, booster pumps, and storage tanks.  Tasks completed for this project included a technical review of pump and storage capacity, pump selection, storage tank sizing, contractor scheduling, and construction services.  As part of the upgrades project, MES also evaluated treatment options for the five water systems that had water quality issues associated with arsenic, nitrates and fluoride.  MES provided recommendations for treatment based on evaluation of the following criteria: number of service connections, location, water chemistry, capital cost, operating cost, and future development plans.

Clean Water Services – Asset Management Needs Assessment Planning
PROGRAM MANAGEMENT SOLUTIONSFor this project MES was asked to assist Clean Water Services (CWS) with the enhancement of their asset management planning and budgeting process.  The project consisted of a needs assessment and evaluation of existing planning tools and the deployment of a refined asset tracking process.  The project included an evaluation of the asset planning in regard to the client’s existing maintenance management information system (MMIS) and recommendation for development of Standard Operating Procedures (SOPs) for equipment assessment. The project also included standardizing the equipment numbering and hierarchy, equipment data cleansing, planning for ongoing training on TabWare, SOPs, workflows, and PMs, and development of master asset and equipment plan reviews.

Global Water Resources – PVUC SW WRF Storage & Maintenance Plan
PROGRAM MANAGEMENT SOLUTIONSIn July 2008 Global Water Resources retained MES to develop a plan for protecting and maintaining the newly constructed facilities at the PVUC Southwest WRF in Maricopa, Arizona.  The commissioning of the WRF was indefinitely delayed due to market conditions and Global Water needed to ensure that the equipment and facilities would not degrade due to lack of care and maintenance.  The project consisted of a full inventory of the WRF facilities and equipment, a review of construction/record drawing documentation, a review of operations and maintenance manuals to determine long term equipment storage requirements, and an on-site condition assessment to evaluate the current state of assets within the facility.  MES was responsible for developing a master database of all equipment and facilities, including a breakdown of equipment location, manufacturer information, and model number.  The final project report identified maintenance requirements including specific parts to be maintained, required maintenance, frequency of maintenance, and pictures of each listed asset to clearly indicate location and condition of specific equipment.
